Rev Dr Toni Dunbar is a native of Pittsburgh, Pennsylvania and along-time resident of the San Francisco Bay Area. She is a founding elder and associate pastor of City of Refuge United Church of Christ in Oakland, California.

Toni earned her Master of Divinity and Doctor of Ministry degrees from Pacific School of Religion in Berkeley, California. She is an impassioned social advocate and educator, promoting the role of communities—especially faith communities—in the reclamation of society’s most marginalized and highly at-risk members. Her maxim “Faith. Justice. Now.” describes both her philosophy and trajectory. She envisions a future empowered by progressive, even radical, theology and social engagement – the leading and prophetic edge of the church.
